Timothy Kennel is the Assistant Division Chief for Statistical Methods in the Decennial Statistical Studies Division at the U.S. Census Bureau, where he leads the statistical design of the Post-Enumeration Survey, one of two operations that the Census Bureau uses to measure coverage in the decennial census. For the 2020 Census, he also led the count imputation team to fill in missing information about addresses. His research focuses on coverage errors, nonresponse bias, statistical calibration and variance estimation.

Tim received a Ph.D. in survey methodology from the University of Maryland. He has been working at the Census Bureau since 2002.
