The primary objective of a population census is to provide an accurate count of the population of a country and its distribution at a point in time. This technical note describes international guidelines for household rosters and provides recommendations on how to improve the inclusion of young children and tenuously attached people to households. The goal is to assist subject matter experts in designing instruments that enhance the collection of data from people listed in complete household rosters.
