Welfare programs serve an important role in providing both short and long term assistance to low-income families and individuals. The Aid to Families with Dependent Children (AFDC) program, for example, the basic cash assistance program for low-income families with children, aids about 11 million people each month. The impacts of AFDC recipiency on work incentives and family composition have been studied in depth by a broad range of policy employees.
