In this paper, we discuss quality issues for both cross-sectional and gross flow/spell estimates. We discuss what we know about the quality of the SIPP data, the different types of error that can occur, and ideas for research to better understand and reduce error. A major purpose of the paper is to strongly encourage people outside the Census Bureau to research ideas discussed here and on other ideas that will improve our understanding of the quality of the estimates and help improve it.
