David R. Ziaya

Chief, Office of Program, Performance and Stakeholder Integration (PPSI) U.S. Census Bureau

David R. Ziaya is the chief of the Office of Program, Performance and Stakeholder Integration at the U.S. Census Bureau.

In this role, Ziaya leads enterprise efforts across the Census Bureau including strategic management, business process management, requirements engineering, program/project management, cost estimation, quality assurance and evaluation, and external stakeholder engagement. As such, he serves as the Census executive representative to the Department of Commerce’s Performance Excellence Council for strategic plan coordination and other related topics.  Previously, Ziaya served as the first chief administrative officer for the Census Bureau, where he led the Human Resources Division, the Administrative and Customer Services Division, the Diversity and Inclusion Office, the Office of Employee Engagement, the Freedom of Information Act Office, and the Innovation and Operational Efficiency Office.

Ziaya also serves as Management Co-Chair of the Diversity and Inclusion Council, Co-Champion for the People Make it Possible Transformation Track and the Bureau’s Combined Federal Campaign Chair.  In 2021, he led the Department of Commerce’s Combined Federal Campaign earning the Department the first-ever Executive Leadership Award as well as campaign awards for Best Digital Media and Best Images.  Additionally, he serves as Executive Program Champion for the Census Corporate University’s Mentoring Program and suite of Business Analysis and Project Management Professional Certificate Programs.

He came to the Census Bureau from the U.S. Department of Housing and Urban Development (HUD) in January 2017, after holding various positions over a 25-year career.  While at HUD he served as chief of disaster management and national security officer responsible for advising leadership on all aspects of disaster and national security preparedness and on response and recovery efforts. Ziaya also served as HUD’s deputy assistant secretary for operations and management in their Office of Fair Housing and Equal Opportunity (FHEO), responsible for management and oversight of the budget, administrative services, information technology development and implementation, equal employment opportunity, human capital resource allocation for headquarters and field operations, and as the executive sponsor for FHEO’s organizational transformation and employee engagement initiative.

Ziaya also led initiatives in HUD’s 80 field office’s including the management plan, resource allocation decisions and operations; the Office of Policy Development and Research where he worked on the Departmental Strategic Plan and in the Office of Public and Indian Housing’s, Real Estate Assessment Center and Office of Field Operations, where he managed field implementation and operations of HUD’s 43 Public Housing offices responsible for over $20B in annual program grants and program compliance and monitoring administered by over 3,300 Public Housing Authorities.

Ziaya graduated with honors from Michigan State University with a Bachelor of Arts in economics.
