Megan McNeely is acting manager of the Census Bureau’s FinOps and Cloud Coordination program, where she’s heading efforts to strengthen and embed Technology Business Management (TBM) into day-to-day operations.
McNeely joined the Census Bureau in 2017 as chief of staff of the Human Resources Division and served as deputy program manager of DICE (Data Ingest and Collection for the Enterprise) before assuming her current role.
A federal change management leader with nearly 25 years of experience driving HR, IT, contracts and finance modernization, she also led major transformation efforts at the departments of Defense and Homeland Security.
Given her strong background in federal auditing, hiring, IT and acquisition, McNeely takes a practical, end‑to‑end view of designing solutions that work and meet requirements from day one.
McNeely holds a bachelor’s degree in political science/history from Malone University in Canton, Ohio, a Master of Public Policy and a logistics certificate from George Mason University in Fairfax, Va., a master’s certificate in project management from The George Washington University in Washington, D.C., and numerous advanced professional certifications.
Above all, McNeely draws inspiration from her family, whose support strengthens her dedication to advancing effective, efficient and accountable government.
