Sara A. Rosario Nieves is chief of the Strategic Planning and Portfolio Management Staff in the U.S. Census Bureau’s 2020 Decennial Communications and Coordination Office.
Ms. Rosario Nieves oversees performance metrics, reporting and communications with external stakeholders, including Congress, the Government Accountability Office, Office of the Inspector General, Department of Commerce, and the Office of Management and Budget. .
Sara began her federal career at the U.S. Census Bureau in 2004 and has extensive experience in the administration, field, communications, and decennial directorates. She previously managed the Census Bureau’s Scientific and National Advisory Committees. These groups work on strategies for community outreach, hard-to-reach populations, decennial census, communications, adaptive design, cyber infrastructure, demographic, technical and operational priorities, and economic and statistical research.
Among other things, Sara previously managed operations for the Census Bureau’s diversity programs, sustained partnerships with higher learning institutions, key stakeholders, and program budget projections. She also served as a senior recruiter and is credited with bringing diverse talent from across the country and Puerto Rico to the Census Bureau.
Sara is a recipient of the Commerce Department’s Gold Medal Award for Leadership for establishing partnerships that helped secure a complete and accurate count in the 2010 Census. She earned a master’s certificate in project management from George Washington University and is a graduate of the Department of Commerce Aspiring Leaders Development Program. Sara has a master’s in business administration as well as bachelor degrees in organizational studies and industrial management from the University of Puerto Rico, Mayaguez Campus.
