2023 American Housing Survey: Unit Nonreponse

The 2023 AHS experienced data collection complications because of increasing costs and a generally lower-than-usual unit response rate nationally. The Census Bureau’s Statistical Quality Standards indicate that serious data quality issues related to nonsampling may occur when unit nonresponse rates are below 60 percent. The 2023 AHS unit nonresponse rate was 59.15%. The AHS program creates weights designed to adjust for nonresponse and to control weighted counts to independent housing unit and population estimates. However, the degree of nonresponse during 2023 data collection may reduce their efficacy. The AHS program is undertaking work in several areas that will support the quality and scope of data and estimates the program produces in the future, including a survey redesign that will shift the survey to year-round interviewing to reduce the burden created by the field staff hiring cycle.
