Geography Update Partnership Software (GUPS) Installation & Download Instructions

Download and Install GUPS

Please use the following instructions to download and install the GUPS tool. More detailed instructions can be found in the GUPS Respondent Guide.

  1. Please select the "Download GUPS" link above and click "Ok" when the prompt asks if you would like to download and install the GUPS. You may need Administrator privileges on your computer to complete the install. Unzip the package and download the entire contents of the unzipped package to a folder on your computer. Click on the  setup-X.X.X-X.bat to get started.

    Note: Some users may receive Windows protection or User Account Control warnings. These warnings can be dismissed to begin installing the software.
  2. When the installer opens, the Welcome to the QGIS Setup Wizard screen will appear. Follow the instructions on the Wizard and click the Next button.
  3. The License Agreement screen will appear. Review the License Agreement and click I Agree button to continue the install process.
  4. The Choose Install Location screen will appear. The Browse button will allow you to choose the location where GUPS will be installed. It is recommended that you install the application at the default location shown (C:\QGISGUPS). Click Next to continue the install process.
  5. The Choose Components screen will appear. The Select components to install box will be grey out as it is the default. Click Install to continue.
  6. The software should take five to ten minutes to complete the install. When the install is complete the Completing the QGIS Setup Wizard screen will appear. To complete the install click the Finish button at the bottom of the screen.
  7. After QGIS has installed, the GUPS install wizard will appear and begin to install the GUPS application. This should take one to two minutes to complete. Once completed, click the "Close" button to finish the installation.
  8. Navigate to the QGIS desktop icon and double click to open QGIS/GUPS.

DVD Installation Instructions

Please use the following instructions to install the GUPS tool. More detailed instructions can be found in the GUPS Respondent Guide.

  1. Place the installation DVD into your computer’s DVD drive to begin the installation process. You must have Administrator privileges on your computer to complete the install.

    If the software does not run automatically, open Windows Explorer, navigate to your DVD drive, and double click the setup file. The setup file will have a name similar to Setup-X.X.X-X.bat.

    Note: Some users may receive Windows protection or User Account Control warnings. These warnings can be dismissed to begin installing the software.

Data Download

Please use the following instructions to download data for use in the GUPS tool. More detailed instructions can be found in the GUPS Respondent Guide.

  1. From the Map Management Screen select Boundary and Annexation Survey 2019 from the Program dropdown menu.
  2. Select your state from the State dropdown menu.
  3. Select your county from the Working County dropdown menu. The GUPS will ask you to specify the location from which you want to pull the county data.
  4. The Select Data Folder, Directory or Location box will appear. From the dropdown menu select Census Web. GUPS will pull the county data directly off the Census Bureau’s Geographic Partnership Shapefile website. It will unzip and place the files in your computer’s home directory and pull the files directly into the GUPS application. The Map Management Screen will reappear once the data has been loaded into GUPS.
  5. Select your governmental unit type from the Entity Type dropdown menu.
  6. Select your governmental unit from the Entity Name dropdown menu.
  7. On the Map Management Screen all counties within your selected state will appear. Those highlighted in yellow are the counties adjacent to your working county. Select the check boxes for all counties that you wish to download and click the Open button at the bottom of dialog box.
  8. The Select Data Folder, Directory or Location box will reappear. From the dropdown menu select Census Web. Shapefiles associated with the selected counties will be pulled directly into GUPS.
  9. Additional counties can be pulled into GUPS by repeating this process.
