The CRE team, along with others at the Census Bureau, are working with NTIA to gather and analyze federal data to identify underserved populations in each State. These data will be used by NTIA to allocate funding to States for Digital Equity Planning and Capacity Grants under the Digital Equity Act of 2021. States should use these data to identify and address the needs of those populations.
The Digital Equity Act of 2021 was established by the Bipartisan Infrastructure Law, also called the Infrastructure Investment and Jobs Act (Sections 60301-60307). Under the legislation, NTIA will allocate funding for planning and capacity building grants to participating States (including the 50 states, the District of Columbia, and Puerto Rico) based on their populations, demographics, and the relative availability and adoption of broadband.
