Memorandum 2019.27

This memorandum documents the creation of the Early Nonresponse Followup (NRFU) universe for the 2020 Census.

The purpose of Early NRFU is to enumerate college and university students who live in off-campus housing before the end of the spring semester when they may leave for another residence. The 2020 Early NRFU operation will begin on April 9, 2020.

To create the Early NRFU universe, Census Bureau staff identified eligible schools and the geographic area surrounding each school based on certain criteria, including the school’s semester end date and the number of full-time students. Stakeholders from the regional census centers and the Federal-State Cooperative for Population Estimates reviewed and refined the Early NRFU universe based on their local knowledge and research. This work was completed in August 2019 with the Census Bureau’s quality control review of updates from stakeholders. The Early NRFU universe began the process to become part of the enumeration universe for the 2020 Census in September 2019.

The 2020 Census Memorandum Series

The 2020 Census Memorandum Series documents significant decisions, actions, and accomplishments of the 2020 Census Program for the purpose of informing stakeholders, coordinating interdivisional efforts, and documenting important historical changes.

A memorandum generally will be added to this series for any decision or documentation that meets the following criteria:

  1. A major program level decision that will affect the overall design or have significant effect on 2020 Census operations or systems.
  2. A major policy decision or change that will affect the overall design or significantly impact 2020 Census operations or systems.
  3. A report that documents the research and testing for 2020 Census operations or systems.
