This memorandum provides a high-level discussion of the group quarters count imputation process used in the 2020 Census.
At the end of data collection, when processing census data from group quarters, the Census Bureau realized that many group quarters had not provided the necessary information indicating their occupancy status or population count.
This document addresses the steps that the Census Bureau’s group quarters count imputation team took to remove reporting errors from group quarters when possible. It also outlines the steps taken to apply a count imputation procedure when valid responses from occupied group quarters were not available.
The 2020 Census Memorandum Series documents significant decisions, actions, and accomplishments of the 2020 Census Program for the purpose of informing stakeholders, coordinating interdivisional efforts, and documenting important historical changes.
