This page outlines planned procurement opportunities with the U.S. Census Bureau (USCB) for the 2030 Census.  

Procurements is the term used for the processes by which the federal government acquires goods and services from private companies. This page explains how those processes work, how opportunities are announced, and where to find additional information. 

The table below shows the major 2030 Census procurements and provides a brief description of each one.

Procurement Opportunities  

The section below builds on the procurement descriptions above by providing more detailed information about these opportunities.

The 2030 CQA program will involve the execution of all tasks needed to stand up and operate an omni-channel inbound contact center, as well as the seamless integration of government systems to support both the 2028 Census Dress Rehearsal and the 2030 Census.

The program operational period of 2030 CQA is expected to begin in early-to-mid March 2030 and run through the end of July 2030. For reference, the 2020 CQA operation received nearly 13.5 million inbound calls with more than 50 percent of these calls occurring in the first four weeks of operations, requiring several thousand concurrent agents handling inbound contacts at peak.

The USCB intends to establish four Blanket Purchase Agreements (BPAs) under the CenTAM framework. Each BPA will align to specific USCB Programs and task areas. 

The CenTAM Acquisition Framework will be comprised of the following four BPAs shown in the table below.

CenTAM Task Areas 

  1. Contract Management – Oversight of BPA/order cost, schedule, quality, security, resources, risks, and financial controls. 
  2. IT Project & Program Management – Planning, governance, training, change management, independent verification & validation, system level testing, and delivery of IT initiatives. 
  3. Architecture & Engineering – Full lifecycle systems architecture and engineering services. 
  4. Application Development & Management Services – Design, development, application testing, security, operations and maintenance, cloud migration, research & development, and innovation. 
  5. Advanced Data Science & Data Management – Data analytics, reporting, and transformation to support mission and innovation.

The Census Bureau employs thousands of workers to perform data collection activities via a non-competitive Schedule A hiring authority from the Office of Personnel Management (OPM). Schedule A includes positions such as enumerators, census field supervisors, office operation supervisors, office clerks, and outreach assistants. During the 2020 Census, Schedule A employees were hired through the Decennial Applicant Personnel and Payroll System (DAPPS), which is the system of record for the recruitment, employment, time entry, and payroll of temporary staff hired for decennial operations. 

The 2030 Census will require the capability to recruit, select, hire, train, pay, and separate a large temporary staff like the one employed during the 2020 Census. The Decennial Administrative, Recruiting, Hiring and Training System (DARHTS) is an integrated suite of government and vendor systems that provides recruitment, assessment, human resources, pay roll, hosting, and online training needed to support the hiring of millions of temporary employees for the 2030 Census.

The Decennial as a Service Government Program Management Office (D-X GPMO) is charged with orchestrating the full-spectrum delivery of mobile and IT equipment, services, IT hardware, and infrastructure necessary to power the 2028 Dress Rehearsal and the 2030 Census. This includes but is not limited to mobile IT equipment including smart phones, tablets and laptops, IT hardware, computer accessories, network equipment, office automation equipment, paper data capture equipment, cellular services, and logistics services to include provisioning, shipping, decommissioning, asset tracking, and equipment kitting for nationwide deployment.

The FBIB solution is responsible for capturing and transmitting fingerprints and facial photographs to the Census Hiring and Employment Check (CHEC) system and the Identity Management System (IDMS), and may be required to issue, manage, decommission, and print non-HSPD-12 physical and digital badges.  

Additionally, the FBIB solution will support background investigation review processes by ensuring the accuracy and integrity of biometric data and enabling timely, secure, and comprehensive suitability determinations through integration with CHEC and the Decennial Administrative Recruiting, Hiring, and Training System (DHARTS).

Understanding Key Differences in Federal Procurement Notices 

Federal procurement notices serve different purposes in the government buying process. Understanding these differences can help vendors know when the government is gathering information and when it is seeking proposals that could lead to a contract award.

Request for Information (RFI)

An RFI is used when the government wants to learn more about what products or services are available and what vendors can offer. RFIs gather general information and typically do not require detailed responses. They are not binding, and the government is not required to select a vendor or proceed with a procurement based on the information received.

Sources Sought Notice 

A Sources Sought Notice is issued to identify capable small businesses and other socioeconomic groups for potential requirements. It also enhances competition and expands small business participation by identifying qualified contractors and subcontractors.

Request for Proposal (RFP)

An RFP is a formal request to submit detailed proposals from which the government can choose to award a procurement contract. It includes specific requirements, evaluation criteria, and deadlines. An RFP is binding and means the government intends to award a contract based on the responses it receives.

Procurement Award Process

The federal award process moves through several stages from planning to contract completion. Understanding these steps helps vendors know what to expect and how to participate.  

Below is an overview of each stage in the process. Please note that all procurement processes differ and may not match the specifics below:

Pre-solicitation: This phase involves doing market research, defining the project requirements, and creating a strategy for the solicitation process.

Solicitation: This phase includes sending out the formal bid request, setting up the evaluation criteria, and collecting procurement proposals from potential contractors.

Evaluation: After all proposal or quote submissions are received, the USCB will review them based on the final solicitation’s instructions and evaluation criteria.  

Awarding Procurements: This phase is when the winning contractor is selected, procurement terms are negotiated, and the official procurement document is issued.

Post-award: After the procurement is awarded, the next step is to review the original request to make sure all specific rules and grading criteria were followed.

The U.S. government considers procurement proposals based on price, capability, capacity, and past experience. These factors may be weighted equally or given greater importance than price. 

The timeline for awarding a large decennial procurement varies based on the acquisition method, complexity of requirements, and number of qualified bidders. Each procurement is unique and may face unforeseen delays, protests, or approval setbacks.

Industry Days and Pre-Solicitation Conferences

These are events where we invite potential vendors and suppliers to learn about upcoming contracting opportunities, the agency’s needs, give opportunities to ask questions, and provide feedback before a formal Request for Proposal (RFP) is released. 

Additionally, Industry Days and Pre-Solicitation Conferences offer information sharing, feedback gathering, networking opportunities, and the promotion of small business participation.

DTAM Industry Day

On December 12, 2023, the U.S. Census Bureau held a virtual industry day in support of market research to identify potential sources capable of providing Decennial Transformation and Application Modernization (DTAM) services for the U.S. Census Bureau. DTAM was designated to be released under the Census Transformation and Application Modernization (CenTAM) procurement opportunity.

The U.S. Census Bureau wanted to understand best practices and seek recommendations from vendors on how to best acquire the needed industry expertise and achieve benefits in accordance and compliance with federal requirements.
