Measuring Subnational Resilience in Low-and-Middle-Income Countries

This paper proposes a methodology for a subnational index measuring social resilience to environmental hazards and gives an analytical example showing how this social resilience index may be used. This index method can be adopted by national statistical offices (NSOs) in low- and middle-income countries (LMICs), including family planning and reproductive health (FP/RH) recipient countries of the U.S. Agency for International Development (USAID), to inform policymakers and the public. This index can either be localized for a specific country or expanded to compare across countries. When localizing, the proposed method would need input from subject matter experts and NSO staff to tailor variables and risk categorization as appropriate to the local context and available data.

We base our proposed methodology on the U.S. Census Bureau’s Community Resilience Estimates.
