Prior to the fourth quarter 2015, data were obtained by means of a mailed questionnaire or an electronic instrument. Beginning with the fourth quarter 2015, the Quarterly Survey of Plant Capacity Utilization became all electronic. Data are now obtained only by means of an electronic instrument.
