Beginning with 2018 SIPP data, respondents who were not asked the Child Care Assistance question because they did not fulfill the income requirement are given a value of “2” for ECHLD_ANY and “3” (logical imputation) for ACHLD_ANY. This change affects the size of the Child Care Assistance universe. An internal income screener variable that is used to set the universe for child-care assistance is not available to the public, therefore, data users are unable to recreate the universe for this program and should be aware of this change when analyzing Child Care Assistance data.
