The COVID-19 pandemic resulted in substantial changes to Unemployment Compensation (UC) benefits. However, these changes were generally not reflected in the reported 2022 SIPP data.
The UC receipt and amounts variables for regular, government-provided UC (EUCANY, EUCTYP1YN, EUC1MNYN, and TUC1AMT) do not fully reflect expected patterns as the COVID-19 pandemic continued into the 2021 reference year. Specifically, SIPP captured lower receipt than aggregate administrative records from the Department of Labor, continuing a similar pattern observed in the 2021 SIPP for the 2020 reference year. Additionally, UC amounts reported in 2021 SIPP do not always reflect the extra weekly UC payments that were provided by the federal government to many UC recipients from January to September 2021.
Data users should be aware of this when doing COVID-19 analyses of UC receipt or analyses using UC amounts.
