The Census Bureau acquires administrative records by entering into legal agreements with federal agencies, state governments, and third party data providers. While these data are acquired under Title 13, U.S.C., other authorities are specified in each agreement by the respective data providers.

These legally binding contracts provide effective vehicles to document the authority for disclosing or providing data to Census and the applicable data stewardship policies and practices that protect the data.
