After the passage of P.L. 94-171 in 1975, the states and the U.S. Census Bureau came together in a unique partnership aimed atcompliance with the new law. For more than 30 years, the U.S. Census Bureau, in cooperation with the National Conference of State Legislatures, has worked with the states to improve this partnership. Part of the partnership is evaluating the program each decade. The U.S. Census Bureau has used the states’ evaluations to build upon the program’s successes and to make changes when necessary. These evaluations have been documented following the 1980 and 1990 censuses. This report constitutes the final chapter in the evaluation of the Census 2000 effort.
