Preface

The Survey of Income and Program Participation (SIPP) is a large scale panel survey with a rotating design. New panels are introduced each year, and interviewed over a 2 1/2 year period. Persons interviewed in the first wave are tracked throughout the 1ife of the panel and are  interviewed at 4-month intervals.

This paper describes the tracking rules and the control system which work together in SIPP to ensure the receipt of properly identified survey records for each eligible person in the SIPP sample.
