Introduction
Article I, Section 2, Number 3 of the United States Constitution directs that an enumeration of the population be made within three years after the first meeting of the Congress and within every ten years thereafter for apportionments of Representatives and direct taxes. The current procedure for apportionment of Representatives is specified in 2 U.S.C. section 2a.
