In a series of three papers made public on the Census Web site, Richard Bavier of OMB has questioned the wisdom of the NRC Panel’s treatment of medical needs for measuring poverty. To date, Bavier’s challenges and proposals have not received a response. It is the purpose of this note to respond to Bavier and enjoin a debate about the proper treatment of medical care in poverty measurement.
