Methodology for Change Variance Estimates: Testing for a Rise in Child Poverty Rate Greater than Five Percent Between 2001 and 2002

Written by:

Introduction

The U.S. Census Bureau’s Small Area Estimates Branch annually provides the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) with model-based estimates of child poverty (ages 0-17). These estimates are used to determine if any states had greater than a 5 percent increase in child poverty rate between two consecutive years. This document addresses change between 2001 and 2002.
