Measurement Error in ACS Paradata and 2014 Redesign of the Contact History Instrument
This report highlights issues of measurement error and quality in paradata from the American Community Survey collected by the Contact History Instrument. This report then presents changes implemented to the Contact History Instrument in 2014, and evaluates the impact of these changes on paradata quality by comparing distributions of records collected by the instrument prior to the redesign with those collected after the redesign.
