Based on feedback from respondents and government agencies, the Census Bureau identified topics on the American Community Survey (ACS) that may require changes or additions. To evaluate these potential changes, new or modified questions are pretested using cognitive testing methods before being added to the actual survey. The Census Bureau contracted with Westat to conduct cognitive testing of potential questions as part of the 2016 ACS Content Test. From June 17 through August 8, 2014, Westat conducted a first round of cognitive testing on questions related to the following topics:
Based on the feedback gathered during the first round of testing, the Census Bureau revised the test questions and started a second round of cognitive testing. This round took place from October 24 through November 20, 2014 and included cohabitation/domestic partnership as an additional testing topic. The report summarizes the results from the second round of cognitive testing.
