Online Winsorization of the Survey of Construction’s Price Estimates

Abstract

The Survey of Construction is used to produce housing contract and sales prices using Winsorization with a prespecified cutoff. This presentation describes how the cutoff is now determined online to minimize the estimated Mean Squared Error. A lesson in programming SAS's PROC SURVEYMEANS is found which may have more general applicability.
