Research on Public Opinion of Administrative Records: Cognitive Testing Report

Abstract

RTI International staff conducted cognitive testing with 40 participants to further assess a draft survey instrument intended to measure public opinion about the use of administrative records by the Census Bureau and about the creation of a demographic frame. Census Bureau staff provided the instrument for testing. The cognitive testing evaluated the survey questions for possible issues that may hinder a respondent’s answering process. Findings from the research resulted in revisions to the question prior to fielding the web survey.

This report explains the cognitive testing methods, including the description of the target population and participant eligibility criteria, the strategies of participant recruitment and screening, and the survey questions tested during cognitive interviewing. Additionally, this report includes the qualitative analysis of the cognitive interviews, the recommendations for question revisions and the feedback and the revision decisions for the final questionnaire provided by the Census Bureau.
