Differential non-response has long plagued survey research, and survey methodologists have employed a variety of tools to understand both the who and the why of groups who decline to respond to data collections. However, data about the data collection process are often an under-exploited resource for understanding the complexities of survey non-response. In this analysis, I used data from the 2018 SIPP to examine patterns in response and non-response at a household and individual level. Using observational data collected from the Field Representatives currently in charge of data collection for the Survey of Income and Program Participation, I try to identify patterns that predict non-response at a household level.
