Change to Condominium Questions 

Beginning in 2024, the Census Bureau revised the condominium questions collected in the American Community Survey (ACS). The questions about condominium status and fees were updated to include homeowners association (HOA) status and fees and language emphasizing that only required fees should be reported.

These changes were the result of research conducted by the Census Bureau in the 2022 ACS Content Test based on a recommendation by the U.S. Department of Housing and Urban Development. The inclusion of HOA in the condominium questions is intended to better collect and improve the accuracy of monthly housing cost estimates.

Previously, there was no tabular data on condominium fees available. Two new tables were released for the 2024 ACS that provide estimates for condo and HOA fees (B25142 and B25143). The variable for monthly condominium fees (CONP) has been part of the ACS Public Use Microdata Sample (PUMS) files for both 1-year and 5 year-estimates since the beginning of the ACS. Beginning in 2024, CONP will refer to monthly condo and HOA fees. Data users will not be able to distinguish whether the monthly fee amount for CONP is a homeowners association fee, condominium fee, or an amount that includes both fees. As a result of these changes, users should not compare the CONP variable beginning in 2024 to pre-2024 ACS PUMS data. 

In addition, selected monthly owner costs are calculated beginning in 2024 as the sum of payments for mortgages, deeds of trust, contracts to purchase, or similar debts on the property; real estate taxes; fire, hazard, and flood insurance on the property; utilities; and fuels. It also includes, where appropriate, the monthly homeowners association (HOA) fee and/or condominium fee and mobile home costs. Prior to 2024, condo fees were included but monthly HOA fees were not. As a result of this change, users should use caution when comparing selected monthly costs to pre-2024 costs.
