2020 Census Operational Assessment Report: Island Areas Censuses

The Census Bureau’s 2020 Island Areas Censuses operation was responsible for planning and managing the 2020 Census in American Samoa, CNMI, Guam, and USVI. The Census Bureau partnered with the Island Areas governments through a contract agreement between the Census Bureau and the Office of the Governor of each Island Area to conduct the 2020 Island Areas Censuses. Census advisors were deployed to the Island Areas to provide contract oversight and on-site technical guidance during field operations.

This operational assessment documents the implementation of the 2020 Island Areas Censuses and presents lessons learned related to the planning and execution of the Island Areas Censuses data collection operation and recommends enhancements for the 2030 Island Areas Censuses.

The assessment scope is limited to the data collection component of the operation. Post-data collection activities will be discussed in the Paper Data Capture, Response Processing, and Data Products and Dissemination operational assessments.
