2014 Panel Wave 1: Known issues affecting EWICCOVTYPE

UPDATE October 2017: This issue was resolved with a logical check in Version 1.1.

A known issue affecting EWICCOVTYPE in wave 1 is that the value does not always match up with the coverage variable (RWICCOVYN). This is a spell-level self-reported variable that was not logically edited to match reported coverage. Rely on the coverage variable to examine the composition of WIC units.

A second issue has been identified affecting the continuation flag variable for SNAP receipt. 

As discussed above, there should only be a value of  1, 2, or 3 for RFS_CONTFLG in those cases where EFS_EMONTH=12.  In spells where the last month of receipt is between January and November, inclusive, (EFS_EMONTH lt 12) the value of RFS_CONTFLG should be N for all records, and for AFS_CONTFLG should equal 0.

162 person-months have been identified where EFS_EMONTH was less than 12 but RFS_CONTFLG was not equal to N, although it should be.  We are investigating this inconsistency.

SUGGESTED INTERIM ACTION-We suggest data users using the RFS_CONTFLG and AFS_CONTFLG variables set these 162 person-month records to N and 0, respectively.
