Benefit Owner for EFSOWN, EWICOWN, ETANFOWN, and EGAOWN
There are instances where person-month records for people who have a "yes" value for monthly coverage (e.g. RFSYN = 1), but the associated owner variable is not in universe (e.g. EFSOWN = .) even though it should have an in universe value.

This is never the case when the respondent is the benefit owner. 

To identify owners for these cases, we suggest identifying benefit owners living in the same residence as the person with the missing owner value (EFSOWN = PNUM and ERESIDENCEID (person with missing value) = ERESDIENCEID (owner)).
