Initial year of SNAP receipt (RFS_LCYR)

Person-month records associated with one person should have been assigned “not in universe” values (RFS_LCYR = .), but instead have an in-universe value in months when receipt began after the first month of the reference period.

We suggest data users recode these person-month records to “not in universe” (RFS_LCYR = .).
