Variable EMHIOTHER identifies whether a military health insurance plan (TRICARE, CHAMPUS, or CHAMPVA) covers someone outside the household. In the 2018 SIPP data, the variable universe is broader than intended.

The universe for this variable should only include policyholders of these three military plans (EMOWNINS=PNUM and EMILITYPE=1 or 2). Instead it includes all persons who have coverage through these three plans (EMILITYPE=1 or 2).

Users may define the intended universe of this variable by applying the condition ‘EMOWNINS=PNUM’ to analyses of EMHIOTHER.
