2019 SIPP: Processing Error Effects on Uninsured Care

An error in processing Medicare, Medicaid, and Other health coverage begin and end month variables led to between 160 and 4600 person-month records receiving incorrect values. Begin- and end-months were previously given values that should have been assigned a value of ‘missing’. See user note ‘2019 SIPP: Monthly Health Insurance Variables Error’ for a full description of the error and how to identify affected observations.

Due to this error, some observations that should have received questions about Uninsured Care were not in universe and therefore are ‘missing’ on these variables. The status flags for these observations are set to 0 (‘Not in universe’). To correct this, users should start by following the guidance in ‘2019 SIPP: Monthly Health Insurance Variables Error’ for recoding BMONTH, EMONTH, and indicator variables. All months in the reference period should be recoded to account for record-level differences between Uninsured Care (person-level) and monthly health insurance (person-month-level) content. Users can then impute their own values for the Uninsured Care variables and set the corresponding status flags to a value other than 0 (‘Not in universe’) or 1 (‘In universe, as reported’).
