The universes for ESPEAK, TLANG1, and EHOWWELL were changed slightly in 2021 SIPP to exclude all people not currently living in the home. In data from 2021 and later years, that change is estimated to remove from universe less than 4 percent of ESPEAK observations and less than 0.1 percent of TLANG1 and EHOWWELL observations. After these universe changes, to continue measuring RLNGISOL in the same way requires a small adjustment to data editing that was not made until 2024. For that reason, across all panels and waves in the 2021–2023 data, a small number of individuals who should have been classified as living in households that were limited-English speaking (RLNGISOL= 1) were instead classified as living in households that were not limited-English speaking (RLNGISOL = 2). In the unweighted data, less than 0.3% of unweighted in-universe observations are believed to be misclassified in this way. Data users should be aware of this RLNGISOL issue when using data from 2021, 2022, or 2023, particularly if comparing estimates over time. Data users also should be aware of the universe change made to ESPEAK, TLANG1, and EHOWWELL when comparing estimates from before 2021 with estimates from 2021 or later.
