2021 SIPP: Logical Allocation for Work Schedule End Time

The allocation of work schedule end-time (EJB[1-7]_WSEND) has been updated for 2021 SIPP to better utilize reported and edited data. Prior to 2021 SIPP, work schedule end-time values considered implausible were allocated from a hot deck. As of the 2021 SIPP, when a logical work shift duration is reported, that shift duration is added to the edited work schedule begin time to evaluate the reasonableness of the unedited work schedule end time. If the unedited end time is not within 2 hours of the sum of work schedule begin time and shift duration, then the edited work schedule end time is logically allocated as the sum of work schedule begin time and work shift duration. If no shift duration is available, then the case is allocated from a hot deck. Though this change has little impact on the overall distribution of work schedule end times, data users should exercise caution when comparing allocated values of work schedule end time from the 2021 SIPP to prior years.
