2022 SIPP: Pandemic-Related Monthly SNAP Amounts

As a result of the COVID-19 pandemic, the Federal government approved increases to benefit amounts for those receiving SNAP. However, this increase in benefits was generally not reflected in the reported 2022 SIPP data, with underreporting of the monthly SNAP amount variable (TSNAP_AMT) being similar to the 2021 SIPP data. On average, SIPP respondents reported lower monthly benefit amounts than those reported in aggregate administrative records from the U.S. Department of Agriculture (USDA), which oversees the SNAP program. Additionally, SNAP amounts reported in the 2022 SIPP do not always align with program changes that standardized benefit amounts based on the number of recipients in a household.

Data users can circumvent this underreporting of SNAP amounts by using a new SNAP variable, ESNAP_CNT, which was released on the SIPP public-use file in 2022 to help data users address concerns in these data. ESNAP_CNT captures the number of people in a SNAP unit. Data users can use this unit size variable to generate alternate SNAP benefit amounts that better align with those reported by the USDA.
