2023 SIPP: Incorrect Child Care Assistance Receipt Universe

The universe for the monthly Child Care Assistance receipt variable ECHLD_MNYN incorrectly includes people with EPAYHELP=1. These cases should be excluded as they should not have values for ECHLD_MNYN.

Data users should be aware of this error when doing analyses of Child Care Assistance data.
