2025 Planning Database

The 2025 Planning Database (PDB) contains select 2019-2023 ACS 5-year estimates, ACS tract level self-response rates, 2020 Census operational variables, the Low Response Score (LRS), and other variables typically on the PDB. Data are available at both the tract and block group levels. The 2025 PDB uses 2020 Census tract and block group geographies.

ERRATA NOTE: On August 4, 2026, the 2025 Planning Database was published. However, a legacy programming error was later found, which produced incorrect predictions for the Low_Response_Score variable. No other variables were impacted. On September 17, 2026, the 2025 Planning Database was reissued with the corrected Low_Response_Score variable. Please use the current version below.

Data and Documentation for 2025

We recommend managing the files in a statistical software application such as R or SAS, as Excel may truncate columns or rows. We also urge users to verify that the downloaded file contains the indicated number of columns and rows: The tract file (pdb2025tr) should be 85,396 rows and 531 columns. The block group file (pdb2025bg) should be 242,336 rows and 385 columns. If the number of rows and columns do not align with these counts, verify that the download has not been interrupted or corrupted. If so, we recommend you try to re-download the file from a different web browser.
