Note about the availability of these measures from Census 2000. Prior to the 2000 Census, data needs were classified according to a narrow legalistic typology. Subjects for which there were federal laws that explicitly stated that decennial data were needed were classified as "M" for mandatory. Those for which there were federal laws that explicitly required data (although not specifically decennial census data), were classified as "R" for required. All the items that were ultimately included in Census 2000 were either mandated or required by federal legislative purposes.
Source of water and method of sewage disposal were neither required nor mandated items in Census 2000. Although many data users throughout the country found the information extremely useful, there are other sources at the state and local level where such information can be obtained; albeit, not all areas in the country collect these data uniformly or disseminate the information in a manner that is readily accessible to data users.
