Why doesn't the American Housing Survey (AHS) have county codes on the public use file?

Census Bureau confidentiality requirements prohibit identifying areas with populations less than 100,000 in the AHS. Including county codes on the AHS national microdata file would, in combination with other geographic codes already on the file, violate this prohibition. In addition, the AHS sample size is too small to provide reliable estimates at the county level.
