The objective of this research is to develop and test the content and design of the 2000 Census forms. This includes cognitive testing of the folds, icons, and envelopes for the long and short forms, as well as new questions pertaining to grandparents as caregivers and new disability questions. It includes review of the design elements and the question working of the long and short mailout form, Be Counted Form, long and short Simplified Enumerator Questionnaires, Individual Census Report, Individual Census Questionnaire, and Military Census Report.
