For 2009, improvements were made in the methodology for identifying and removing likely employers from the nonemployer universe. The 2005 Nonemployer totals may be slightly underestimated due to the IRS Tax Reporting Relief program that allowed taxpayers in hurricane affected regions additional time in filing tax returns.
