Three questionnaires proposed for possible use in the 2000 Decennial Census were evaluated for their cognitive and motivational properties. Volunteers were asked to fill out each of the questionnaires and report their reactions. Our goals were to determine whether respondants understood the questions, whether questions were answered correctly, the ease with which people navigated through the sequence of instructions and questions, and their opinions on whether each of the froms should or should not be used in the 2000 Census.
