Modernization of Annual Survey of State Government Tax Collections

Abstract

In 2008 total state tax collection accounted for 46.6 percent of the total state government revenue. The U.S. Census Bureau’s Annual Survey of State Government Tax Collections (STC) is one of the most current and nationally consistent tax data series, providing a summary of taxes collected by each state for up to 25 tax categories. Additionally, the STC is the first component of the annual government finance data series, providing an important indicator of the fiscal condition of state governments. The STC and the Quarterly Summary of State and Local Government Tax Revenue ( QTax ) are two Census Bureau surveys that measure tax collection revenue. This paper will address the differences between the two surveys, and provide a discussion of the Census Bureau’s approach to modernizing the STC. The discussion will focus on areas of content, improvement in data collection and statistical quality, as well as future plans for data products, dissemination, and specialized reports.
