In April 2015, we conducted the 2015 Mail Contact Strategies Modification Test. Our findings lead to changes in ACS production beginning with the August 2015 ACS production panel. The goal of this research is to evaluate self-response return rates and conduct a cost analysis to verify that the changes are producing the same results in the full ACS production samples as they did in the smaller sample used for the April Test in 2015.
