Use of Mobile Phone Location Data in Official Statistics

Abstract

With high ownership rates and usage of cell phones across the globe, many governments are investigating how cell phone sensor data can be used to produce official statistics and generate information products for the public good. The appeal of these data is that often there is substantial coverage, potential for high accuracy, with minimal effort needed on the part of individuals to share the data. Concerns with these data include maintaining the privacy of the individuals, ensuring that the data are collected legally and ethically, and assuring the public that the government will not misuse the data. Internationally, many countries are investigating this big data source. There is special interest in these data for countries that have more limited resources to conduct traditional surveys and censuses. This paper includes a literature review outlining how other government and private entities across the globe have used these data in pilot tests and official statistics. Case studies include how these data have helped identify travel including migration patterns, housing unit occupancy status, and even socio-economic characteristics of a population.
