The Data Ingest and Collection for the Enterprise (DICE) Web Standards team aimed to create survey design guidelines for data collection instruments of Computer-Assisted Telephone Interviewing (CATI) and Computer-Assisted Personal Interviewing (CAPI) that maximize usability for the interviewers while collecting accurate data efficiently from the respondents. These guidelines address the overall look and feel of the survey instrument and its functions, allowing for consistency across all surveys. To start developing the guidelines, the team first reviewed the current CAPI and CATI instruments that are currently programmed in Blaise. We then conducted focus groups with a convenience sample of 2022 Census Bureau field representatives (FRs) and telephone interviewers who use the existing CAPI and CATI instruments to determine how the current CATI/CAPI interfaces work for survey interviewers, identify areas for improvements, and inform recommendations for design features needed for the instruments to enhance usability and data quality. This report summarizes consolidated findings and recommendations from the focus groups and is intended to help guide design decisions for making further improvements.
