2020 Census Evaluation: Reengineered Address Canvassing Operation

The purpose of this evaluation was to assess the redesign of the Address Canvassing operation. In an effort to reduce costs and improve quality, the U.S. Census Bureau reengineered address canvassing for the 2020 Census to include a suite of In-Office and In-Field Address Canvassing operations. Because these operations included new or revised methods, evaluating their accuracy and effectiveness was important when considering either improvements for the 2030 Census or new approaches to conducting the census. 

This evaluation focuses on components of the Reengineered Address Canvassing operation. Specifically, it estimates types of errors that can occur during In-Field Address Canvassing and compares these estimates to results from previous studies. In addition, the evaluation investigates the effectiveness of Virtual Canvassing, which uses methods similar to Active Block Resolution (ABR) and IR, and of the In-Office Address Canvassing operation as a whole. 

Although this study was designed to evaluate the effectiveness of the multifaceted approach to address list development for the 2020 Census, important research and assessments have already been conducted in the early decade, and results from these early efforts have led to significant changes in the approach for address frame maintenance in the MAF/TIGER System that will yield improvements for 2030 Census frame development and maintenance. Additionally, a major cost-saving goal that is under consideration for the 2030 Census design is the elimination of in-field listing conducted by temporary field staff.
